Pemerintah saat ini tengah mengkaji sejumlah aturan terkait ketenagakerjaan seperti fleksibilitas jam kerja hingga proses rekrutmen maupun PHK. Hal itu akan diatur dalam RUU Omnibus Law.
Soal upah, selalu jadi perdebatan setiap tahunnya di Indonesia, terutama dalam kaitannya dengan penetapan upah minimum di sejumlah daerah antara tiga pemangku kepentingan yakni pekerja, pengusaha, dan pemerintah. Terbaru soal upah minimum, diatur dalam Peraturan Pemerintah No 78/2015 tentang Pengupahan. Dimana formula kenaikan upah didasarkan pada inflasi ditambah pertumbuhan ekonomi.
Untuk mengatasi perdebatan yang terjadi setiap tahun itu, pemerintah tengah menggodok alternatif sistem pengupahan berdasarkan prinsip fleksibilitas yang akan dimasukan dalam beleid omnibus law. Pembahasan omnibus law atau revisi undang-undang terkait perpajakan dan ketenagakerjaan masih berlangsung.
Target penyerahan omnibus law ke DPR yang tadinya bakal dilakukan pada akhir tahun ini pun molor jadi paling lambat awal tahun depan.
Menteri Ketenagakerjaan Ida Fauziyah mengatakan, salah satu hal yang membuat alotnya pembahasan omnibus law yakni karena sulitnya mempertemukan kepentingan pengusaha dan buruh atau tenaga kerja.
Salah satu yang tengah dikaji yakni sistem upah berdasarkan jam. Saat ini dengan skema gaji tetap, pekerja yang masuk dengan jumlah hari yang berbeda tetap mendapatkan gaji yang sama. Sementara dengan upah per jam, upah yang diterima diterima pekerja sesuai dengan jam kerja.
Skema pengupahan per jam sebenarnya sudah lumrah dilakukan di negara-negara maju. Ida menjelaskan, saat ini kementeriannya masih dalam proses inventarisasi dan mendengarkan masukan dari buruh dan dunia usaha misalnya terkait upah minimum dan pesangon. Selain itu juga dalam hal prinsip easy hiring dan easy firing yang sebelumnya sempat disebut oleh Menteri Koordinator Bidang Perekonomian Airlangga Hartarto.

Di Arisan Wacana ini pun kami membuka dua tim unutuk berlangsungnya Arisan Wacana ini, yaitu tim pro dan tim kontra yang masing-masing mengemukakan pendapatnya tentang Upah Gaji Perbulan Diubah Menjadi Upah Gaji Perjam.
Tim Pro :
Tim pro mengatakan bahwa penerapan sistem upah per jam lebih jelas, detail, setimpal dengan yang dikerjakan, dan bisa meningkatkan kinerja karyawan dalam perusahaan. Selain itu, apabila sistem ini diterapkan tidak ada lagi karyawan atau pekerja yang datang hanya sekedar untuk absensi, serta mencegah para pekerja untuk bermalas-malasan. Dengan mengambil contoh dari pekerja umumnya seperti Dosen, banyak diantaranya yang tetap menerima upah yang sama setiap bulannya meskipun mereka jarang masuk mengajar pada matakuliahnya. Dan banyak pula karyawan perusahaan yang bermalas-malasan saat dikantor lantaran mereka telah mengetahui bahwa upah yang akan mereka terima tetap sama setiap bulannya. Oleh karena itu, tim pro mendukung sepenuhnya sistem pengupahan ini.
Tim Kontra :
Sementara tim pro kuat dengan pendapatnya, dilain sisi tim kontra pun kekeh dengan pendapatnya. Tim kontra berpendapat bahwa, penerapan sistem ini akan memberikan dampak yang kurang baik terhadap para pekerja, khususnya yang tidak bekerja dengan alasan tertentu seperti cuti, dll, dengan kemungkin terburuk mereka tidak mendapatkan gaji dihari itu. Dan apabila hal tersebut terjadi, para pengguna jasa pekerja pun akan dirugikan. Sistem ini akan menimbulkan ketidakadilan. Adapula yang berpendapat bahwa sistem ini mungkin saja akan mempengaruhi UMR (Upah Minimum Regional), jika upah minimum tidak tercapai oleh pekerja, maka kemungkinan yang terjadi adalah mereka akan mendapatkan upah yang lebih sedikit, atau mereka mendapat upah yang sesuai ketetapan minimumnya. Dan jelas apabila upah yang diterima sesuai dengan upah minimumnya artinya mereka tetap menerima upah yang sama saat dihitung per bulan.
